According to the National Association of Clinical Nurse Specialists,

"Clinical nurse specialists are advanced practice registered nurses who have graduate preparation (Master’s or Doctorate) in nursing. They can diagnose, treat, prescribe and bill like other APRNs as allowed by their state regulations".
